State of the Nation: South Africa 2008 is the fifth volume in the annual series published by the Human Sciences Research Council (HSRC) Press. A chapter contributed by Leslie Bank argues that the current policy proposals about upgrading backyards could create new opportunities for the re-emergence of exploitative forms of landlordism in townships. Bank emphasises the importance of measures to ensure that the interests and rights of all those involved in these urban spaces are adequately protected.
